Commonwealth court has rendered it's decision on the procedural challenge filed by Bartkowski Investment Group. The Court split the issues and decided that the errors made in procedure to pass the ordinance were not substancial enough to invalidate the ordinance BUT the issue of whether the new ordinance pertains to BIG's application for SEVEN billboards in Marple was sent back to County court for further review.
